Legal Mail Process Change

The Missouri Department of Corrections is streamlining the communication and document-sharing process for attorneys and their incarcerated clients. Beginning May 1, 2026, the department is implementing Secure.li, a confidential, secure web-based system attorneys can use to electronically send privileged documents to their incarcerated clients at no cost to the attorney or client. 

This new process will replace the current paper process, in which attorneys send documents through postal mail. Currently, our facilities receive packages disguised as attorney mail that contain drugs and other contraband, placing our staff and residents at risk. This new process helps create a safer environment for staff and residents while enhancing efficiency and privacy in attorney-client communications. 

Beginning May 1, 2026, attorneys may request accounts in the Secure.li system

These requests will be reviewed by designated Department of Corrections staff. Once approved, attorneys will be able to securely upload privileged PDF documents for electronic delivery to clients, who will be able to print the documents, at no cost. The documents will be deleted from the Secure.li system after 30 days. Attorneys will be notified by email if documents have not been opened within 15 days of posting and when documents have been deleted.

Effective July 1, 2026, any attorney-client privileged document received at an institution will be returned to the attorney. Attorneys must either send privileged PDF documents using Secure.li or schedule a visit to bring the privileged documents to their clients in person; the documents will be copied. Non-privileged documents can be sent to the mail processing center in Florida to be scanned and delivered electronically to recipients’ tablets. Correspondence should be addressed as:

Attorneys may continue to send CDs and DVDs that do not contain documents to the institution through postal mail. The envelope must clearly state that it contains a CD or DVD. In addition, attorneys may continue to communicate with their clients through pre-scheduled telephone calls or visits.
