Missouri Corrections Integrated System (MOCIS) Update

Hello Corrections Family!

As many of you know, completing the Missouri Corrections Integrated System (MOCIS), our digital tool for managing data and processes, has been another high priority of ours. While working this year on our top priority (the pay plan), we also have been working on a roadmap for completing our operating system within the department. This project started in 2009, long before my time with the MODOC. But after I arrived in Missouri, I realized that we needed to work on improving automation to help make all of your jobs better. 

We conducted an in-depth review of other platforms and solutions to determine whether it made more sense to change directions with another platform or stay with MOCIS. An analysis was completed and evaluated by MODOC leaders and the Chief Information Officer in the Office of Administration. Based on the analysis, the decision was made to complete the MOCIS project. MOCIS can serve the department’s needs, has been customized for our specific operations, is the most cost-effective solution, and offers the shortest path to completion. Next, we had to secure funding during this legislative session and establish a reasonable but aggressive timeframe for completion.

After much work within MODOC and with the Office of Administration, the Governor and the state legislature, I am excited to announce that we will receive the funding to complete our MOCIS project! The project is expected to be completed by the end of 2021. Phase I runs July 1, 2019, through June 30, 2020. Phase II runs July 1, 2020, through the end of 2021.

A vendor, MODOC and OA-IT will work together to complete the remaining MOCIS modules:

  • Classification and Housing
  • Discipline and Grievance
  • Ftrack (which has the functionality of Automated Road Book, among other features)
  • Intake, Release and Discharge
  • PPBoard (Probation and Parole Board actions)

The project will also include some enhancements and necessary work on the underlying IT architecture. 

In the very near future, we will assemble a small dedicated team to work with the project manager, ITSD and the outside vendor to help bring MOCIS across the finish line. I will send out more information about this opportunity soon.
