Current Strategic Initiatives
Our mission in the Missouri Department of Corrections is to improve lives for safer communities.
Our strategic plan serves as a road map to guide us in that mission. Strategic initiatives — the actions we take to achieve our goals — support three major themes:
- Creating a safer work environment
- Developing our workforce
- Reducing risk and recidivism
- Engaging with stakeholders
The state’s business cycle runs on a fiscal year timeframe, this year from July 1, 2026, through June 30, 2027 (FY27). Each year we articulate our priorities to support better government in Missouri through our strategic plan. In fiscal year 2027, our mission and our goals remain constant, but our strategic initiatives continue to evolve. We are building on past years' success and adding new priorities.
Here is what we are working on during the 2027 fiscal year:
Improving our environments
STAFF FOCUS
- Adopt body-worn cameras institution-wide
- Upgrade staff training spaces
WORKSITE FOCUS
- Add air conditioning to facilities
- Modernize facilities’ security and fire systems
- Expand contracted offender-communication services
Supporting our workforce
STAFF FOCUS
- Implement and train Missouri Vital Enterprise Resource System (MOVERS)
- Complete the Academy for Excellence in Corrections (AEC)
- Incorporate data-driven retention strategies
- Optimize institutional overtime management
EFFICIENT OPERATIONS
- Implement case-management realignment recommendations
- Improve the department policy review process
- Implement electronic health records system (EHR)
- Pursue data-first technology improvements
Reducing risk & recidivism
PRISON RELEASE FOCUS
- Expand employment reentry services
- Adopt a normative culture
- Expand substance use disorder education and prevention services
- Implement a sanction-reduction plan
COMMUNITY SUPERVISION FOCUS
- Expand community supervision center (CSC) capacity
EVIDENCE-BASED DECISION-MAKING
- Assess and review the Ohio Risk
